If a machine is influencing fitness-for-work outcomes, who is really in control?
In high-risk industries, this question carries weight. Screening decisions affect safety, operational continuity, insurer confidence, and worker wellbeing.
The debate, however, is often framed incorrectly. The real issue is not whether AI should replace human judgement.
It is how decision authority should be structured in an AI-supported model.
The concern behind “we want full control”
When organisations say they want complete control over screening outcomes, they are usually expressing one of three concerns:
- A lack of trust in automated systems
- A discomfort with shifting decision authority
- A desire to retain accountability if something goes wrong
These concerns are rational.
Fitness-for-work decisions have traditionally relied on clinician interpretation and internal policies. Moving to an AI-supported model can feel like surrendering control.
But control and responsibility are not the same thing.
Static control versus adaptive control
There are two broad approaches to decision systems.
The first is static control. This includes manual review or rules-based logic where predefined thresholds determine outcomes. Decision logic is visible and fixed.
The second is adaptive control. In an AI-supported model, machine learning evaluates patterns across historical outcomes and refines how risk factors are weighted over time.
The organisation still defines governance boundaries. The system improves within those boundaries.
The difference is not about removing authority.
It is about allowing the decision baseline to evolve.
Does AI remove accountability?
No.
AI does not remove accountability. It makes variation measurable.
In manual models, decision variability is often invisible. Different reviewers interpret similar disclosures differently. Risk tolerance shifts under pressure.
In rules-based models, variation is reduced but assumptions remain static.
In adaptive models, recommendations are generated consistently and can be monitored, audited, and refined. Override rates can be tracked. Decision drift can be measured.
Human oversight remains essential.
The difference is that decisions begin from a structured baseline rather than from subjective interpretation alone.
The real trade-off
Static systems feel comfortable because they mirror existing thinking.
Adaptive systems may challenge assumptions.
In high-volume or high-risk environments, the cost of incorrect screening decisions is significant:
- Failed placements
- Late-stage restrictions
- Redeployment costs
- Injury exposure
- Insurer scrutiny
Allowing a system to refine decision logic based on real-world outcomes can feel uncomfortable.
But discomfort does not equal loss of control.
It can be the beginning of measurable improvement.
Governance should guide AI
The most mature screening models do not position AI as a replacement for expertise.
They position it as structured decision support within defined governance frameworks.
This includes:
- Clear escalation pathways
- Transparent rationale for recommendations
- Defined override policies
- Ongoing monitoring of outcomes
AI provides a consistent baseline.
Governance determines how it is applied.
Control does not disappear.
It becomes more disciplined, measurable, and defensible.
The future of fitness-for-work decisioning
The conversation should not be human versus machine.
It should be static versus adaptive.
In complex, distributed, and high-risk workforces, static decision logic becomes increasingly difficult to defend over time.
Adaptive systems operating within clear governance frameworks offer a more resilient model.
The organisations that approach this thoughtfully will not lose control.
They will strengthen it.
